washington — to combat an enemy as adaptable as it is ruthless, the u.s. government must attack islamist terrorism by overhauling intelligence, promoting american values abroad and changing how it spends billions of dollars to protect the nation's cities, the commission investigating the sept. 11 attacks said thursday.

in a 567-page report that details government missteps and missed opportunities during both the clinton and bush administrations, the commission offered a radical prescription for reform. it includes a new national intelligence director and a white house-based counterterrorism center to collect and analyze intelligence.
the nation also needs to repair its image in the middle east, where u.s. policies have bred resentment and distrust, the panel said. "just as we did in the cold war," the report said, "we need to defend our ideals abroad vigorously."
at home, the commission said congress and the bush administration should stop spreading billions of dollars for emergency preparedness among communities nationwide and dole it out based solely on risks and vulnerabilities. that would put new york city and washington, d.c., at the top of the list. the report capped a 20-month probe by the commission's five republicans, five democrats and 78-member staff. they reviewed more than 2.5 million pages of documents and interviewed more than 1,200 witnesses in 10 countries. the result was a compelling narrative, available at bookstores for $10, that commission members hope will be widely read. chairman thomas kean said commission members will spend a least a year lobbying for reforms. "we expect further attacks," he said. "against such an enemy, there can be no complacency. this is the challenge of our generation."
president bush said the panel offered "very solid, sound recommendations." democratic presidential candidate john kerry said, "we have to act now." but congressional leaders have said they lack time to enact the most sweeping reforms this year. commissioner bob kerrey, a former democratic senator, was skeptical that congress will act. "i would call myself hopeful but not optimistic," he said.
but commissioner tim roemer said a "perfect storm" is coming: "the eyes of history are on our backs, the claws of al-qaeda are on our shoulders, and the grief of 9/11 is still in so many americans' hearts.
"we don't have time to waste with another attack coming."
