gov's plan | potential cta, rta relief to be announced today

with legislators still deadlocked on a plan to fund mass transit, gov. blagojevich floated the possibility thursday of offering the cta and rta another short-term bailout to delay doomsday service cuts and fare hikes planned for sunday.
blagojevich said he will announce details of his plan today.
depending on what the governor has in mind, cta president ron huberman said the cta would consider holding off the elimination of 39 bus routes and raising fares by as much as $1.
"we are willing to evaluate anything that comes before us," huberman said thursday. "we have yet to see any details ... aboutwhether this is a funding source that we can accept."
regional transportation authority officials were more direct, saying they won't approve a short-term funding fix for the cta, metra and pace that involves using transit subsidies from next year's budget to solve this year's budget woes.
that's precisely what the rta did six weeks ago when it accepted $78 million in advance state subsidies from the governor to stave off the fare increases and service cuts now on tap for sunday.
the push to punt on yet another mass transit doomsday deadline united blagojevich, senate president emil jones (d-chicago) and house minority leader tom cross (r-oswego).
blagojevich, jones and cross said they supported a temporary cash infusion for the rta and cta to buy seven to 10 more days of negotiating time for a multibillion-dollar state construction program -- to be funded by new casinos -- that would be coupled with a long-term transit bailout.
in the meantime, blagojevich encouraged the cta and rta "not to turn away the help we'll offer by trying to use the riders ... as pawns."
senate minority leader frank watson (r-greenville) also favors linking transit with a state capital program, leaving house speaker michael madigan (d-chicago) the apparent odd man out thursday.
madigan said he would wait to call a vote on a bill to raise the sales tax to fund mass transit -- a measure blagojevich opposes -- until he heard more about the governor's latest bailout offer.
blagojevich supports taking revenue from the gasoline sales tax in cook and the collar counties and using it to pay for mass transit. the resulting hole in the state budget would be filled using capital funds from the proposed gaming bill.
even if they get more funding, the cta, metra and pace may still have to raise fares.
in a letter to rta chair jim reilly, watson said his caucus wouldn't support any long-term solution for transit that did not include a "reasonable" fare increase for transit riders.
